Cockateils, great for a beginner like you. Easy to care for and train, if you use click training that is. More is explained about click training at birdtricks.com/ If you're worried about noise, get a female. To me, I think their a little cuter than males, are much more cuddly and are much more quiet but their singing is still pretty nice. Cockacteils are also easy to entertain and feed. Even if all you got is grass seeds and apples you can steel feed them because besides apples grass seeds is all they eat in the wild. Just do not EVER feed them avocado. Make sure to give them two bowls of water, one small one for drinking and a larger one higher up for bathing. Their also easy to entertain, just by drilling a whole in a ping pong ball, filling it with her favorite food, tie it to a string and tease her with it once she finds out about the contents! But for their mental health, add or remove than add a new toy to it's cage at least ONCE a month. But they are social animals, so I suggest adding another one to the cage. If you want the chances of their being more chicks to zero, I suggest adding another bird of the same sex and species to the cage.

Parakeets are also a good choice and their requirements are almost the same for them. Budgies also make good choices. All three are rather easy to care for birds.

Before getting a bird you will need the following items:
- cage liner (so it will be easier to clean up poop)
- food and water bowls ( quakers will sometimes refuse to drink/ eat out of a covered dish
- swing/ and or ladder (if you don't have one or the other they will quickly become obese and die), or anything that would be a form of exercise!

That is basically it as long as you got a cage, food, litter, and some toys. I Highly recommend getting a bird mirror, that way they wont feel lonely.

then be ready for NOISE! They are LOUD and can be very MEAN they bite HARD and may like you at first and then decide they hate you and you won't be able to do a thing with it. They are MESSY. I loved my quaker, it was a hand fed baby, but would NEVER get another one. Mine died after 15 years of a liver disease. They can live more than 30 years, do you really want to be dedicated to a bird for that many years?
