My budgie stays puffed up alot but when I get close to him he gets skinny again.He’s 10 months old.In the early morning he eats and close to noon he attacks his mirror abit lol and after he eats again and plays abit and then eats and then he sleeps.Is he sick?

My budgie is on the ground of the cage With green/black stuff coming from mouth and is very unsteady and shaking and keeps clicking. What is wrong with it and how do i treat it and is it Contagious?
