If you leave them alone outside, they could get stolen or hurt/killed by other animals that can either get them through the bars or open the cage (like cats). So as long as your parakeets can get out of the draft, they should be fine. It's good they are in the shade so they don't overheat and I notice the same thing about my birds, they love being outside in the natural weather! Luckily, I have a Flordia room; So my birds can get the wind from the windows and the sunlight from them as well and have the protection of their cages to get out of it as well. Sometimes, though, I still move them outside to enjoy everything! I think it's a good thing as long as you can keep them out of the "negative" elements. If they are nesting, it's probably best to have them inside so the babies can keep aboslute warm without a draft of any kind getting to their featherless bodies! Parakeets can get very sick from drafts. Also I wouldn't take them outside if they have an egg. They need to stay with their egg to keep it warm.
