Only have them outside if they're going to be supervised the whole time (and of course keep them in the cage, but I'm sure you know that). If you leave them alone outside, they could get stolen or hurt/killed by other animals that can either get them through the bars or open the cage (like cats).

hiyes its okay,i do this too,i the summer i bring them out in my back yard and put their cage on the table and watch their antics,they can hear other birds chhirping ,we cant hear them but a bird can,the two of them sit in their cage just tilting their ears to listen to the other birds chirping and playing bobbing their heads,and in general having a chirping good time .whatever you do,dont leave the cage unattended,a cat will no doubt go after your budgies.

Birds don't actually get sick from drafts, they get sick from the stress caused by not being able to get out of drafts. So as long as your parakeets can get out of the draft, they should be fine. It's good they are in the shade so they don't overheat and I notice the same thing about my birds, they love being outside in the natural weather!

Luckily, I have a Flordia room;

So my birds can get the wind from the windows and the sunlight from them as well and have the protection of their cages to get out of it as well. Sometimes, though, I still move them outside to enjoy everything! I think it's a good thing as long as you can keep them out of the "negative" elements. If they are nesting, it's probably best to have them inside so the babies can keep aboslute warm without a draft of any kind getting to their featherless bodies!

I wouldn't stop taking the parakeets outside unless like you said it is a cold or windy day. Parakeets can get very sick from drafts. Also I wouldn't take them outside if they have an egg. They need to stay with their egg to keep it warm.
