Your parakeet may be looking for a way out of it's cage, or to pick up grit on the bottom. One of my birds does this when it seems to want to visit the other bird.

You'll start seeing plenty of feathers in the cage if he's molting. The budgie will get tiny pin feathers which look spiky come in on the top of its head. These can irritate the bird and cause it to itch, so the bird will try to relieve the itching by rubbing its head on its perch or toys. Budgies usually molt 2-3 times a year. The molt shouldn't last more than a few weeks. If the molt lasts longer than that, then the budgie would need to see an avian vet. You can give him some head rubs if he enjoys head rubs. Spritzing him with water can also help relieve the itching. Feed him a well-balanced diet with fruits and veggies and make sure he's getting enough sleep. Molting is stressful and can weaken the budgie's immune system if it isn't in good health.
